Finally, there is the case of any child whose welfare, in the opinion of the children's officer, presents special difficulty". The committee should be available in cases where a children's officer is worried about what is happening and requires advice, or is looking for assistance from the panel about a particular child. Such an officer would be able to go immediately to the case committee.
