But I would point out that the Soviet Union reduced its defence budget substantially, cut down its effectives by 2,200,000 and took unilateral action to stop tests. To say the least, it did not get any encouragement from the West. Nobody deplores more than I do the fact that the Soviet Government resumed tests unilaterally and broke the moratorium last autumn.
