He will understand the difficulties which we and all who have these problems face. If, on the one hand, it is said that we cannot judge at all accurately where we should introduce the cut-off, even including the Skybolt, and, at the same time, it is said that we ought to switch from the deterrent to the conventional, it is very difficult, if one does not know whether one is to do it in this decade, to say that it is constructive policy at all.
