Resolution reported,That, for the purposes of any Act of this Session to establish two Councils with functions relating to the training of health visitors and social workers and to extend the powers of the Minister of Health, the Secretary of State and local authorities with respect to research into matters of social welfare, it is expedient to authorise—

  1. (a) the payment out of moneys provided by Parliament of the expenditure incurred by the Councils and Scottish Advisory committees appointed under that Act and of remuneration and allowances respectively to the secretary and members of those committees;
  2. (b) the payment out of moneys provided by Parliament of any expenses incurred by the Minister of Health or the Secretary of State in promoting research into any matter relating to the functions of local authorities under Part III of the National Assistance Act, 1948, and, in particular, in participating with or assisting other persons in conducting such research;
  3. (c) any increase attributable to the said Act of this Session in the sums payable out of moneys provided by Parliament by way of Rate-deficiency Grant or Exchequer Equalisation Grant under the enactments relating to local government in England and Wales or in Scotland; and
  4. (d) any increase in the sums payable out of moneys provided by Parliament under the said enactments in respect of general grants which may arise from the inclusion, in the expenditure relating to the fixing of the aggregate amounts of those grants, of expenditure under the said Act of this Session.
