In 1947, winding up a debate on the economic crisis at that time, Sir Stafford Cripps said: But when we have considered broadly and in detail, as we have during the course of this debate, the actual steps that we must take, we came back to the most important consideration of all: our failure or success will depend in the last resort upon the spirit of our people. The quality of effort that is needed in the next few years is not such that it can be evoked by mere material considerations"—
