I wonder whether there is not some purpose in the Amendment. As I read it, it seems that it is only repeating what is already in the Bill, and that seems to be a good reason for accepting it, but it also slightly strengthens the Bill. In Clause 1 the purpose is to provide employment appropriate to the needs of the locality. All that the Amendment asks the Government to do is to draw attention to the distribution of industry in those places so that, according to Clause 13, it will bring about a proper diversification—
