Is my hon. Friend sure of his ground when he says that drink is not one of the main causes of accidents? How do we know that? As I undertand it, there is some rule now that one may not refer to the fact that a driver has been drinking unless he is actually charged with being drunk. I should have said that the figures of prosecutions bear no reference whatsoever to the cases in which alcohol has played some part.
