While the hon. Gentleman is referring to other possible needs, will he recognise that we have had a Budget in which there were tax concessions to the extent of £366 million and that we should consider this matter against the background of Surtax concessions and relief in respect of the tax on beer and so on? I agree with him in what he says about the Government's priorities. We say that the priorities are wrong in a year such as this, taking the Budget into account along with all the other factors.
