asked the Secretary of State for Scotland when he expects to issue Regulations under Section 14 of the Food and Drugs (Scotland) Act, 1956, in respect of registration of catering premises.

Immediately the Scottish Food Hygiene Regulations become fully operative my right hon. Friend intends to seek the advice of the Scottish Food Hygiene Council on the question of making an Order under Section 14.

This Act was passed in 1956. Surely three years is sufficient time in which to have progressed much further with these Regulations. Cannot the hon. Gentleman speed the matter up?

I agree with the hon. Gentleman about the need for urgency, but the Scottish Food Hygiene Regulations are not yet fully operative.
