Mr. Gresham Cooke:

As the export of non-ferrous scrap is practically the only thing which is still controlled, and as I understand merchants are in favour of exporting this scrap and think that they can earn foreign currency thereby, does not the right hon. Gentleman agree that the time has arrived to get rid of this rather out-of-date regulation?
