asked the Secretary of State for War why the political instruction pamphlet issued to all ranks in Cyprus is now being revised.

The pamphlet was written three years ago and requires to be brought up-to-date.

Will the right hon. Gentleman say when the new edition is to be available? In order to enable hon. Members to measure the extent of the Government's double-think on Cyprus, will he arrange to place a copy of the first edition and of the revised edition in the Library of the House?

If it is the wish of the House, certainly a copy can be placed in the Library. I am afraid I cannot tell the hon. Member what the date will be, but certainly it will be within the next few months.
