That is just the danger of considering one article. One gets pressed far beyond the point where one must stop. The only thing that I can undertake to discuss with my right hon. Friend is the question of helmets. That brings me back to the general question of definition and, for reasons which this and preceding Governments have regarded as conclusive, I must ask the Committee to reject the Amendment.
