I am not disagreeing with the hon. Member's argument, but I should not like it to be thought that it is customary for a probation officer supervising a child never to pay a domiciliary visit. What goes on in the home is vital to the supervision of the child and the probation officer who did not from time to time visit the home would be the subject of considerable difficulty if the child got into trouble. I agree that the probation officer has to show discretion, but the job is not one which can be done simply in the office.
