Will my right hon. Friend bear in mind that the commercial motor show will be held next September and that bus building firms wish to finalise their designs? If the issue of these Regulations is held up by having to make Regulations for the twelve-seater small bus, perhaps my right hon. Friend will consider issuing the main Regulations ahead of the others?
