If the hon. Gentleman would read them, he would find the reasons in the second sentence for the Government's view that some reduction in the level of the Exchequer grant was necessary. The reasons are three, and only one of them has to do with the re-rating of industry. The first has to do with the fact that local authorities are losing their financial independence, and the second is that rates have not increased as much as Income Tax and other things.
