Dr. Bennett:

asked the Minister of Housing and Local Government what stage has been reached in the negotiations by the Caltex Company or Regent Oil Company for the establishment of a small oil refinery at Hook, Warsash, Hampshire, in the light of undertakings given by his predecessors that a public inquiry would be held.

I understand that no application for planning permission has yet been made. If one is made it will be referred to my right hon. Friend and a public inquiry will be held.

As this is a matter of considerable importance locally, can my hon. Friend give an assurance that the scheme will not slip through without proper scrutiny?
