I and other of my hon. Friends had hoped, Sir Gordon, that you would have called the Amendment in page 1, line 13, at the end insert: Provided that the Secretary of State shall take such steps as will ensure that he is adequately informed on the numbers, ages and skills of the intending emigrants and operates the scheme in such manner as will safeguard any one part of the United Kingdom from losing a disproportionately large part of its people.
