In order to make the point quite clear—because we are very anxious indeed that a great public service of this sort should not be mutilated more than it need be—may I say that what we have said, in effect, is that we do not think that those who badly need houses ought to be the first victims of the right hon. Gentleman's policy; and we are therefore advising local authorities to go on building houses, in the hope that someone better will soon succeed the right hon. Gentleman and change the policy.
