My hon. Friend will remember that Sir Herbert Williams made a special point of this in October, 1954, when he said "If the plume of smoke falls down, as it generally does as a result of washing, and is not dissipated by being a hot gas, the danger is that it falls nearby and the effect on health is worse than it would otherwise have been."
