asked the Secretary of State for Foreign Affairs whether, in order that British commitments resulting from the United Kingdom's accession to the Turco-Iraqi Pact may at all times be precisely defined, he will propose to the other parties to the Pact all special agreements made or measures taken under Articles I and II of the Pact shall be made public.

Any agreements, commitments or obligations made or undertaken by Governments, under Article I or under Article II of the Turco-Iraqi Pact, will require to be registered with the Secretariat of the United Nations, and published by it in accordance with Article 102 of the United Nations Charter.

I thank the right hon. Gentleman for that assurance, but will he say whether that is contained and made specific within the Pact?

It is understood that all member nations of the United Nations, on concluding any pact or agreement with any other State, whether a member of the United Nations or not, shall register that pact with the United Nations, in accordance with Article 102. Therefore, there was no need to specify it in this Pact. It is understood that it would be registered, just as our Special Agreement with Iraq will be so registered.
