There shall be defrayed out of moneys provided by Parliament—

  1. (a) any expenses incurred by any Minister of the Crown or Government department in consequence of the provisions of this Act, and
  2. (b) any increase attributable to this Act in the moneys to be so provided under Part I of the Local Government Act, 1948, or the Local Government (Financial Provisions) (Scotland) Act, l954.—[Mr. Amory.]
