The right hon. and learned Gentleman referred to me, and perhaps I might intervene. Does it mean that if a Minister, with the authority of Parliament, gives a general direction to a section of the road haulage system to do something, that Ministerial and Parliamentary direction can be over-ruled by some local transport commissioner who takes a different view?
