Perhaps the right hon. and learned Gentleman will permit me to intervene. I am anxious to follow him in this matter. If I may say so with respect, he has put before the House the proposals which his party embodied in the Gracious Speech but he is arguing a case from the election manifesto. It would be helpful if we knew whether it is the case of the Conservative manifesto which is to form the basis of the proposals he is now arguing.
