The right hon. Gentleman has read the statement which he proposes to issue as a direction to the Corporation. Am I right in assuming that that means that until this House and Parliament pass the new Bill, if they do, the Corporation are told, "You must do nothing; you must make no changes at all—not even the plans you contemplated"? Are those to be stopped, too?
