asked the Prime Minister if he will arrange for the Council for Wales and Monmouthshire, which in May will have completed its first year of work, to issue a report to the public.

I have noted my hon. Friend's suggestion, but the annual white paper on Wales will include a report on the work of the Council for Wales and Monmouthshire during the year, and I doubt whether a separate publication would serve any useful purpose.

Is my right hon. Friend aware that the white paper will not be issued until October or November? The people of Wales are very much interested in the work of the Council, and would be happy to have an official record rather sooner?

White Paper

A document issued by the Government laying out its policy, or proposed policy, on a topic of current concern.Although a white paper may occasion consultation as to the details of new legislation, it does signify a clear intention on the part of a government to pass new law. This is a contrast with green papers, which are issued less frequently, are more open-ended and may merely propose a strategy to be implemented in the details of other legislation.
