Does my right hon. Friend recall that this matter has been outstanding for a period of upwards of two years and is he satisfied that necessary changes are taking place so that essential Colonial development will not be held up by trying to give too many jobs to one man to do?
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
