I would refer my hon. Friend to the reply given by my right hon. Friend, the Prime Minister, to my hon. Friend the Member for King's Norton (Mr. Blackburn) on 23rd November. The second stage of these exploratory talks began on 28th November and is not yet concluded.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
