Before the hon. Gentleman sits down, as I would not like to misinterpret anything he said, may I ask him whether, when he gave us the little anecdote about the man talking like an idiot, looking like an idiot and, in fact, being an idiot, he was referrng personally to my right hon. Friend the Financial Secretary, or applying that to the argument which he used? I would not like to misinterpret him. If he was referring to the Financial Secretary, it seems to me that the remark was fairly offensive.
