The only representation received from the Soviet Government in this sense is an expression of hope that the negotiations can be recommenced. This was in a reply to an initiative taken by His Majesty's Government. Further discussions are at present held up pending the fulfilment by the Soviet Government of their obligations up to the 1st August under the terms of the Civil Supplies Agreement of 1941. These, of course, remain in force pending such provisions as may be agreed between the two Governments as part of a general agreement.
