asked the President of the Board of Trade if he is aware that an extensive black market in clothing coupons results from loose coupons being acceptable by post; and if he will consider the possibility of introducing emergency measures, such as making it compulsory for an intending purchaser to present clothing book and identity card in person at the time of purchase, with exemptions for invalids, the disabled, etc.

I doubt whether acceptance of coupons through the post offers any appreciable encouragement to illegal trafficking, and we should be loth to impose the added burden on both shopkeepers and the public which the suggestion made by my hon. Friend would involve.
