Do I understand that these men are now on the same ration scale as civilians?

They are not on exactly the same scale of rations, because military rations are not easy to reduce to terms which are comparable, but they are on a similar scale.

Do these men pay for the rations they receive?

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
