asked the Financial Secretary to the Treasury how many temporary civil servants and how many permanent civil servants there are at' present; and, of the National Whitley Council, how many are temporary civil servants and how many are permanent civil servants.

On 1st April, 1947, there were 413,600 unestablished and 270,360 established civil servants in whole-time employment. The Civil Service National Whitley Council is composed of official side members, all of whom at present are established civil servants, and of staff side members, of whom at present 10 are established civil servants and 17 are not civil servants.

Is the right hon. Gentleman quite satisfied that the temporary civil servants have sufficient representation on the National Whitley Council, so that he and his right hon. Friend are acquainted with their point of view on all matters under discussion?

Yes. The trade unions concerned have a large number of unestablished civil servants amongst their membership. That being so, and those associations being represented on the Whitley Council, I think I can say that the unestablished temporary civil servant is well represented.

Does the right hon. Gentleman's reply indicate that the Chancellor is meeting with success or failure in regard to his intention to reduce by 80,000 the number of these employees during this year?
