That is the point I am making, that the right hon. Gentleman the Foreign Secretary is struggling to establish the United Nations organisation, and the next moment the Government say, "We have no faith in carrying it out, and, therefore, we must have a conscript Army." I have been suggesting that it would be far and away better it our economic position were made stronger rather than that we should have this Bill. Of course, we believe in collective security—
