Before we pass this Order, I think I ought to draw the attention of the Deputy Chief Government Whip to the fact that it is usual to have a representative of the Home Office present when Orders in the name of the Home Secretary are moved. I hope he will take what steps are necessary, on a future occasion, to secure the attendance of a representative of that Department.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
