Will the Minister assure the House that, in these matters, it is not a question of a shortage of shipping which has precluded the immediate taking up of these schemes?

So far as migration is concerned, we are very anxious to have agreement with the Dominions, and it depends on when the Dominions can receive people as to what arrangements will be made.
