The Jamaica Constitution makes no provision for the appointment of Ministers. But five elected members of the House of Representatives are assigned to particular Departments, in the work of which they participate fully in a consultative capacity. I am circulating in the OFFICIAL REPORT the names of the five members so elected. My right hon. and gallant Friend is not aware whether any statement of policy or programme of legislation has been issued by the Executive Council as a whole.
