asked the Chancellor of the Exchequer whether he will consider issuing an Order to prohibit flag days for the duration of the war, at the same time making an appropriate Treasury grant to the charities so deprived, thus putting an end to the extensive wastage of labour and materials now going on?

Why is there any obstacle? Would this proposal not enable stingy people to contribute, so lessening the burden on the generous ones?
