As the House is aware, simultaneous statements were issued by His Majesty's Government and by the United States Government on 9th October on this question. His Majesty's Government have informed the Chinese Government that they hope in the near future to open discussions with the Chinese Government and to present for their consideration a draft treaty for the immediate relinquishment of extra-territorial rights and privileges in China.
