Clause 1 of the Bill would appear to be extremely wide, in that it proposes that the appropriate court may treat any person appearing to the court to be affected, as if he were the person liable to pay the mortgage money, etc. Those are extremely wide words which do not, as far as my knowledge goes, appear in any similar Act of Parliament. I note, however, that in Sub-section (2) there are limiting factors and apparently in the last resort the court may decide on the persons who are to be made parties to the application. If that Sub-section did, not appear in the Bill, I should have regarded the words of the first Sub-section as being very wide indeed.
