My hon. Friend will appreciate that in time of war the Services have to come first, as a matter of necessity. But two new factories are coming into production very shortly; arrangements for increased production date back some little way, and I hope that we shall be getting full production early in the new year. But I repeat that my first duty is to the Services. The civilian population will none the less get some benefits from this increased production.
