asked the Minister of Labour whether he is aware that the war work of factories and the private initiative of skilled workers is constantly being handicapped by employment exchanges' requirements; and whether he will take steps to have these hindrances to the war effort more reasonably dealt with, especially in the cases dealt with by the Newbury employment exchange, which have been brought to his notice?

I cannot accept the suggestion made in the first part of the Question, and would remind my hon. and gallant Friend that control over the engagement of labour is essential if the best use is to be made of it in the interests of production. I am inquiring into the two cases he has brought to my notice and will communicate with him.
