With regard to the distribution of supplies, the argument has been put forward that, as the position is at present, equal distribution of supplies would be impracticable, but suppose that the scheme of the Committee were introduced and the retailer voluntarily went out of business, does the hon. Lady maintain that after that had come into operation it would still be impossible to have a fair distribution of supplies?
