I have passed for the moment from concentration to utility production. On concentration, we have discussions with the trade associations con- cerned, and some of my advisers, including civil servants and business men from the Board of Trade, enter into consultation with them. As far as possible we wish the traders themselves to take the initiative in putting up these concentration schemes, and in most cases they have done so.
