asked the Minister of Labour whether he has issued any model rules or draft standing orders, or offered suggestions, or given instructions relating to the proceedings of, and the matters which should be discussed by, works councils; and, if so, are copies of these available in any form to Members of the House?

No, Sir. The advice of officers of the Department is however, always available if required.

Without some such assistance as suggested in the Question is there not a real danger that some of these works councils will be of no effect because the people concerned do not know how they are supposed to work?

We have not come across cases of that kind. If there is a desire to know how works councils should be run, we are quite willing to help those concerned to run them.
