Since 1923, in the case of insurance companies belonging to the Accident Offices Association (which includes most of the accident insurance companies) the proportion of income allocated to payments of compensation has been subject to the operation of an agreement concluded with the Home Office, under which where that proportion falls below a specified percentage rebates are payable. Details of the arrangement and the rebate payable are set out in the white paper headed "Employers' Liability (Limitation of Charges)" which is presented to Parliament each year. The paper in respect of the year 1940 is Cmd. 6297.
