asked the Chancellor of the Exchequer whether, in view of the changed conditions and of the prospective abolition of basic rations of petrol, he will consider levying, in lieu of the horse-power tax, a tax on all fuels used for the propulsion of motor vehicles, thus giving an additional stimulus to fuel economy and relating tax payable to the amount of use made of the vehicle?

I am afraid that I cannot regard the present abnormal conditions as a suitable occasion for changing the general basis of motor vehicle taxation.
