asked the President of the Board of Trade whether, before he decides upon any scheme of fuel rationing, he will consider the Memorandum dated 5th May of the Lancashire Area Council of the Coal Merchants' Federation of Great Britain, of which a copy has been sent him by the hon. Member for Everton?
