The special difficulties which His Majesty's Government are endeavouring to surmount in India do not arise in Burma. In the latter country the Governor is already aided and advised by a Council of Ministers responsible to the Burma Legislature, and there is also a Defence Council in which the principal Ministers as well as the defence authorities participate.
