We have every sympathy with this problem. A first arrangement has been made and, if that is successful, I am not without hope that perhaps some other arrangement may be possible, but I must remind the House that the reason for this state of affairs is entirely because the Germans have refused to carry out their international duty of taking care of a country which they have occupied.
