asked the Prime Minister whether, in view of the military situation in Libya and the Far East, and in order to ensure the best practical use of the resources at our disposal, he will now appoint a Minister of Defence to advise on war strategy?

May I ask whether the Prime Minister has read the speech made on this subject by Lord Chatfield in another place on 28th January, and whether he is aware of the growing volume of competent opinion that it is wrong for the Offices of Prime Minister and Minister of Defence to be held by the same person?
